Planning Policy Context
The Belfast Metropolitan Area Plan (BMAP) 2015 was formally adopted in September 2014 but was subsequently quashed by the Court of Appeal in May 2017. The statutory development plan for the Lisburn area therefore reverts back to the previously adopted Lisburn Area Plan (2001). However, the draft BMAP is at an advanced stage (including the publication of PAC Reports) and provides the most up to date planning policy direction. Accordingly, the policies in the 2014 version of BMAP, not the draft version published in 2004, may therefore be a material consideration and given considerable weight.
The application site remains as un-zoned whiteland in dBMAP 2015 (v.2014) and is within the settlement development limit of Lisburn. The Belfast Road which runs along the front of the application site is a designated Protected Route.
